Citizen developers to shake up IT advances?

From silicon.comAnalyst house Gartner has predicted that 'citizen developers' are set to play an increasingly important role in creating business apps. Gartner defines citizen developers as users, working outside the scope of enterprise IT and its governance, who create new business apps for others to use either from scratch or by mashing up and building on various existing services.

Gartner estimates that by 2014, at least a quarter of business apps will be created by citizen developers, helping to meet the needs of end users and freeing up IT resources in the process.

Not hard to imagine really when you think about it, is it plausible in the future for one independent guy/girl to out develop an entire tech dept within an organization in any given field? I think so especially with the emergence of cloud services on tap gradually becoming more available.

Now all you do is multiply the 1 developer by a couple of million and ....we'll hello new Era.
